Will resizing reduce image quality?

Shrinking an image is lossless in terms of clarity at the new size. Enlarging beyond the original resolution can make it look softer, since new pixels are interpolated.

What's the difference between JPG, PNG and WEBP?

JPG is best for photos and small file sizes. PNG supports transparency and is best for graphics or logos. WEBP offers a good balance of quality and file size for most images.
